New construction and renovation of care facility with senior housing Seematt, Seemattzopfweg 2, 6403 Küssnacht am Rigi, invitation to tender for civil engineering services

The Seematt care facility is to be comprehensively rebuilt and renovated – in combination with senior housing – over a thirty-year period. For this purpose, a building commission was established in 2022, which has since accompanied and will continue to accompany the entire planning and implementation process. The feasibility analysis conducted included care services, hotel operations, gastronomy, and the technical department in order to generate an optimal solution, particularly with regard to operational workflows. It is an important concern for the board of directors and management of the Seematt care facility that residents can continue to live in buildings not affected by construction in dignified conditions and that staff can continue to be employed accordingly. It is explicitly expected that all planners and contractors involved in the construction take these circumstances into account and keep emissions to occupied buildings correspondingly low. Furthermore, the Seematt care facility is located in a densely populated area through which the access road runs alongside a school route. All necessary measures must therefore be taken and enforced to ensure correspondingly considerate and respectful treatment of the neighborhood and the safety of all affected parties, particularly schoolchildren. The appearance of the new facility was developed by examining various solution variants and after consultation with immediate neighbors and has been documented in visualizations. However, the client wishes to further optimize the project during the preliminary design and detailed design phases, whether through adjustments to the space concept, appropriate connections for staff and technical systems between the various buildings, or regarding the construction method (e.g., hybrid construction). The various building structures are to be executed to a sustainable standard and connected to the district heating network. PV systems will be installed on the roofs of the buildings. The future operator expects that through careful planning, the operational phase will be thoroughly thought through and implemented with optimal regard to operations and maintenance efficiency, including the resulting costs. Execution will take place in three construction phases, during which the respectively affected construction section will be completely withdrawn from use by the care facility. The first construction phase comprises the new construction of the Mythen, Stoos, and Seeboden buildings with the underlying two-story underground parking and the connecting tunnel to the Pilatus building. The second construction phase includes the renovation of the Pilatus building, and the third construction phase comprises the renovation of the Rigi building. During the new construction of the first phase, the Pilatus and Rigi buildings are connected by a weather-tight temporary passage on the northeast side of the property. An administration and kitchen facility is temporarily connected to this passage for the first two construction phases. In the second phase, the Pilatus building remains completely empty for renovation. The renovation of the Rigi building planned for the third phase is carried out from the southeast side of the site. In August 2023, a rough cost estimate was prepared based on the feasibility analysis: For the realization of the Mythen, Stoos, and Seeboden buildings with the two-story underground parking and the connection tunnel to the Pilatus building, costs of CHF 21.8 million are anticipated; for the renovation of the Pilatus building, CHF 18.2 million; and for the renovation of the Rigi building, CHF 7.2 million. This results in a total construction sum of approximately CHF 47.2 million, including 8.1% VAT. The subsequent planning continues on the basis of the feasibility analysis conducted, taking into account further optimization potential. The scope of services accordingly comprises engineering and specialized construction management services for the following SIA phases. For better understanding, the performance percentages expected by the client according to SIA 103 are listed taking into account the SIA 112 service model. Due to the new SIA 103/2020 standard, each contractor is free to determine how to structure their fee calculation for the services requested by the client for SIA phases 31-53. For transparency purposes (for the contracting authority), the total fee must be itemized as follows: SIA Phase 3 for all building components, SIA Phases 4 and 5 respectively in the three construction stages 1 « New construction of underground parking and Mythen, Stoos, and Seeboden buildings » / 2 « Renovation of Pilatus building » / 3 « Renovation of Rigi building ».
