New construction and renovation of care facility with senior housing Seematt, Seemattzopfweg 2, 6403 Küssnacht am Rigi, call for tenders for electrical engineering services
The Seematt care facility is to be completely rebuilt and renovated ‒ in combination with senior housing ‒ over a period of thirty years. For this purpose, a building commission was established in 2022, which has been and will continue to oversee the entire planning and implementation process. The feasibility analysis conducted included nursing care, hospitality and gastronomy services as well as the technical department in order to generate an optimal solution, particularly with regard to workflow procedures. The board and management of the Seematt care facility consider it important that residents can continue to live in the buildings not affected by construction work under dignified conditions and that staff can continue to be employed accordingly. It is explicitly expected that all planners and contractors involved in the construction will take these circumstances into account and keep emissions to the occupied buildings as low as possible. Furthermore, the Seematt care facility is located in a densely populated area through which the access road passes by a school route. All necessary measures must be taken and implemented to ensure appropriate and respectful treatment of the neighborhood and the safety of all affected persons, particularly schoolchildren. The appearance of the new facility was created after examining various design options and consulting with the immediate neighborhood and has been documented in visualizations. However, the client wishes to further optimize the project during the preliminary design and construction design phases in collaboration with the planners, whether through adjustments to the spatial concept, appropriate connections for staff and technical services between the various buildings, or with regard to the construction process (e.g., hybrid construction). The various building structures are to be constructed to a sustainable standard and connected to the district heating network. PV systems will be installed on the roofs of the buildings. The future user wishes that through careful planning the operational phase will be optimally designed and implemented with regard to operational efficiency and maintenance efficiency, including the resulting costs. Execution will take place in three construction phases, during which the corresponding building section will be completely withdrawn from use by the care facility. The first construction phase includes the new construction of the Mythen, Stoos and Seeboden buildings with the underlying two-story underground parking garage and the connecting tunnel to the Pilatus building. The second construction phase includes the renovation of the Pilatus building and the third construction phase includes the renovation of the Rigi building. During the new construction of the first phase, the Pilatus and Rigi buildings will be connected by a weather-tight temporary passage on the northeast side of the parcel. An administrative and kitchen temporary facility will be attached to this connection for the first two construction phases. During the second construction phase, the Pilatus building will remain completely empty for renovation. The renovation of the Rigi building planned for the third construction phase will proceed from the southeast side of the site. In August 2023, a preliminary cost estimate was prepared based on the feasibility analysis: for the realization of the Mythen, Stoos and Seeboden buildings with the two-story underground parking garage and the access tunnel to the Pilatus building, costs of CHF 21.8 million are estimated; for the renovation of the Pilatus building, CHF 18.2 million; and for the renovation of the Rigi building, CHF 7.2 million. This results in a total construction cost of approximately CHF 47.2 million, including 8.1% VAT. Further planning will be continued on the basis of the feasibility analysis completed, incorporating additional optimization potential. The scope of services accordingly includes specialist planning and specialist site management services for the following SIA sub-phases. For better understanding, the percentages of partial services expected by the client according to SIA standard 108 are listed taking into account the SIA 112 service model. Pursuant to the new SIA 108/2020 standard, each contractor is free to determine how to structure his calculation for the services requested by the client for SIA construction phases 31-53.
