K 11, K 40 Willisau – Feasibility Study Removal of Level Crossing Ettiswilerstrasse

From 2027 onwards, the cantonal administration will relocate to Seetalplatz in Emmenbrücke, which will accordingly shift the place of performance of the contract.

The K 40 connects Willisau and Hergiswil near Willisau with the K 11. The latter connects the Willisau region to the A2 motorway (Dagmersellen junction) and the Sursee and Entlebuch regions. Shortly before the junction of the two cantonal roads at Grundmatt roundabout, the K 40 crosses the BLS line Willisau – Langenthal at grade (level crossing Ettiswilerstrasse). This level crossing represents a bottleneck in the regional traffic system. Due to train schedules, the level crossing remains partially closed for up to five minutes at a time. The average daily traffic (ADT) on Ettiswilerstrasse amounts, in the forecast year 2040 (overall traffic model Lucerne), to approximately 10'500 motor vehicles in section and approximately 1'100 motor vehicles during evening peak hour (EPH). Additionally, four bus lines operate in the target Bus 2040 network with a total of up to 8 buses per hour and direction across this crossing. The barrier closures thus affect not only private motorised traffic but also road-based public transport. The planning objective is the improvement of the overall traffic system in the Willisau region with focus on the Wydenmatt–Willisau corridor. The project development should result in a suitable, efficient and traffic-safe overall solution that takes into account and coordinates both local and regional traffic requirements.
