Lower Station Square Baden, Redesign
Background and Project The eastern railway area in Baden is divided into two levels, the Lower and Upper Station Squares. This dates back to transport planning in the 1960s. The Lower Station Square, as an arrival destination and calling card of the city, is an important and central space in Baden's city center. Significant upgrading potential is identified here. The Lower Station Square is built above a publicly accessible underground car park. The supporting structure of the Lower Station Square above must now be renovated. This provides an opportunity for a redesign of the square. The study commission for the redesign of the Lower Station Square aims to strengthen the identity of the location and improve the connection to adjacent urban spaces as well as the quality of stay. Immediately adjacent to the square is the Reformed Church with community hall and ancillary building. Due to changed requirements, the ancillary building is being considered for new use and the outdoor space on the property can be reconsidered. The Reformed Church Parish is interested in including its site in order to demonstrate the potential of architectural and outdoor space development on its property and to enable an overall spatial perspective. Within the framework of the concept perimeter, the site is therefore to be integrated into considerations at the urban planning level. This also offers the city the opportunity for large-scale consideration and upgrading of the public space. Essential Objectives Strengthen the identity of the Lower Station Square as an arrival and representation space of the city center Maintain existing uses and improve quality of stay Upgrade urban spatial and functional transitions Increase public access and spatial quality of the Reformed Church Parish area (uses, permeability, outdoor space quality) and demonstrate architectural development potential Perimeter The area of the Lower Station Square with urban spatial transitions, the Oelrainstrasse area with Oelrainweg and high bank pavement, as well as the Reformed Church Parish site are combined in a concept perimeter. For this, an overall idea is to be developed at the urban planning level. The concept perimeter is divided into a processing perimeter, which includes all public space and for which a concrete project is to be proposed. The Reformed Church area constitutes an ideas perimeter, in which the opportunities for architectural and outdoor space development are to be presented schematically. Scope of Work The commission to the winning team of the procedure comprises the area of the processing perimeter with the planning scope of this procedure. The renovation of the supporting structure is not part of the planning task "Redesign of Lower Station Square". This will be submitted separately at a later date as a separate project, in coordination with the redesign of the Lower Station Square. The Reformed Church wishes to define the strategic development of its site and the subsequent planning steps based on the ideas generated in the procedure. The type of procedure, scope, and timing of implementation are therefore not yet determined at this time. It is planned to continue the subsequent design and implementation work with the winning team, subject to credit approval by the Municipal Council (legislative body). Realization is planned to commence in 2029.
