HUG - AMO - OPERA R Therapeutic Unit
The therapeutic unit of the Geneva University Hospitals (HUG) groups together hospital pharmaceutical production activities, cell therapy and associated pharmaceutical logistics functions, essential for ensuring continuity of medicinal supply to the hospital site. Located mainly at level R of the Opera building, constructed in 1993, these infrastructures today show significant technical obsolescence, particularly affecting HVAC systems (heating, ventilation, air-conditioning, sanitary facilities, electrical), fluid distribution networks and utilities, storage facilities (cold chambers and high-security rooms), and electrical and safety installations. Simultaneously, the evolution of Swissmedic regulatory requirements and GMP/GLP standards (good manufacturing practices) require structural upgrading to maintain the operating authorizations necessary for the production of critical treatments. From January 1, 2027 onwards, the production infrastructures will no longer meet Swissmedic requirements and will require derogatory authorization, subject to the condition of rapid modernization of the installations. Withdrawal of these authorizations would have major consequences on patient care. In an international context marked by increasing medication shortages and the rapid emergence of innovative therapies, HUG's capacity for local production constitutes a strategic challenge for cantonal health security. Similarly, the logistics and storage infrastructure, too small, can no longer guarantee sufficient drug stock reserves in this context of supply tensions. This project is part of the Northern Zone Program (PZN), a reference program of the real estate master plan for the Cluse-Roseraie site, ensuring consistency of interventions on the site and coordinated governance. Phase 1 is a fully functional and autonomous stage. It aims to ensure the continuity of care and regulated therapeutic production, while bringing infrastructures into compliance with Swissmedic requirements. This phase includes: – the creation of elevated infrastructures on the Opera building comprising cleanrooms compliant with BPF/Swissmedic requirements for the pharmacy and LTCC; and seismic structural reinforcement of the Opera building; – the renovation/expansion of pharmaceutical logistics and administrative areas at level R of the Opera building; In parallel to these 2 sub-projects, renovation of the Roseraie 70 premises may prove necessary to house administrative and technical areas. This sub-project will be treated as an option and will be decided subsequently within the Northern Zone program.
