The therapeutic pole of the Geneva University Hospitals (HUG) brings together hospital pharmaceutical production activities, cell therapy and associated pharmaceutical logistics functions, essential for ensuring uninterrupted drug supply to the hospital site. Infrastructures primarily located at level R of the Opéra building, constructed in 1993, today show significant technical obsolescence affecting in particular HVAC systems (heating, ventilation, air conditioning, sanitary facilities, electricity), fluid networks and utilities, storage areas (cold rooms and secure rooms), and electrical and safety systems. Simultaneously, the evolution of Swissmedic regulatory requirements and GMP/GLP standards (good manufacturing practice) necessitate structural modernization to maintain the operating authorizations required for the production of critical treatments. As of January 1, 2027, production infrastructures will no longer meet Swissmedic requirements and must obtain a derogatory authorization, conditional on rapid renovation of the facilities. Withdrawal of these authorizations would have major consequences for patient care. In an international context marked by the multiplication of drug shortages and the rapid emergence of innovative therapies, the capacity of HUG to produce locally constitutes a strategic issue for cantonal health security. Likewise, pharmaceutical logistics and storage infrastructures, which are too small, can no longer guarantee sufficient constitution of drug stockpiles in this context of supply tensions. This project is part of the North Zone Program (PZN), a reference program of the real estate master plan for the Cluse-Roseraie site, ensuring consistency of interventions on site and coordinated governance. Phase 1, a fully functional and autonomous stage. It aims to ensure continuity of care and regulated therapeutic production while bringing infrastructures into compliance with Swissmedic requirements. This phase includes: – the creation of elevated infrastructures of the Opéra building comprising cleanrooms compliant with BPF/Swissmedic requirements for the pharmacy and LTCC; and seismic structural reinforcement of the Opéra building; – the renovation/expansion of pharmaceutical logistics and administrative areas at level R of the Opéra building; In parallel with these 2 sub-projects, the renovation of the Roseraie 70 premises may prove necessary to house administrative and technical spaces. This sub-project will be treated as an option and will be decided at a later stage in the North Zone program.
