The subject matter of the contract is the establishment of a Master Plan for Industrial and Craft Zone on the Plan-les-Ouates Industrial Area (hereinafter «establishment of a MPIW-PLIAZ»). This is a services contract involving services provided by urban planners/architects/landscape architects, mobility engineers and environmental engineers. Regarding the procedure, please refer primarily to the «call for tender dossier» (and annexes) and the «technical specifications» attached to this call for tender.

Establishment and adoption procedure of the MPIW (mandatory) The candidate is obliged to submit an offer for the entire contract (partial offers excluded), namely a MPIW. Should supplementary requests or unfavorable opinions be returned by the administrations (following the technical review) or modifications in subsequent stages of the procedure (following the public enquiry), the work necessary to process these requests and the resulting corrections are deemed to be included in this mandate. The contracting authorities draw the attention of candidates to submit an offer containing the requirements listed in the technical specifications in chapter «4 AREAS TO BE ADDRESSED (HEADINGS AND MEASURES)» (pages 19 to 29) and chapter «5. EXPECTED OUTCOMES AND PROJECT SCHEDULE» (pages 30 to 33). The offer shall therefore be submitted in the form of «estimated number of hours» × «hourly rate excluding VAT CHF» = «estimated fees excluding VAT CHF». 3.6.2. Additional services (mandatory) The offer shall include an hourly rate in case of requests for meetings, services, studies or additional variants to be carried out during the mandate, only if these modifications fall outside the initial scope of establishing an MPIW. They shall be activated by mutual agreement with the contracting authorities and within the threshold of the procedure. The offer shall thus contain an «hourly rate excluding VAT CHF».
