Advance Measures Alpine Rhine ; Dam Rehabilitation Sevelen/Buchs ; km 43 - km 50

The mandate comprises the planning of dam rehabilitation on the Alpine Rhine between Sevelen and Buchs in the area km 43.335 to km 50.400 and aims at the preparation of an approvable construction and operational project for « advance measures » to improve flood safety. Subject of the mandate : The subject is the planning of the rehabilitation of flood protection dams over a length of approximately 7 km in the section km 43.335–50.400, subdivided into four sections (sections 1, 3 and 4 rehabilitation in place, section 2 dam crossing along the national road in the area of the planned river widening Sevelen/Vaduz). The mandate comprises the preparation of a construction project at the level of detailed design for the entire perimeter as well as the preparation of approvable operational projects for each section including environmental impact assessment (EIA), supporting reports and all technical plans. Project objectives and requirements : The objective is a high-quality, environmentally compatible and cost-optimized project that demonstrates dam safety according to current technical guidelines (including earthquakes, internal erosion, settlements, groundwater) and is coordinated with the relevant authorities of the canton and the Confederation. The planning must take into account the provisions of the existing preliminary project, the Alpine Rhine system safety, the guideline « Longitudinal Dams Along Watercourses » as well as the ongoing « Master Plan » and must be designed in such a way that a staged public inquiry and realization is possible. Content and scope of planning services : The services comply with SIA 103 (2020) and comprise overall management and specialist planning with the following partial services: project takeover and project review with supplementation of bases, construction and operational project (detailed design), environmental impact assessment, review of further measures, overall management/procedure support as well as meetings, coordination and information. For section 4, missing project bases (surveying, geotechnical) must be newly acquired; the entire preliminary project must be reviewed, documented in a review report and supplemented if necessary by additional investigations. Technical, environmental and coordination aspects : The air-side dam rehabilitation, the dam crossing with new construction along the national road and demolition of the existing dam, the structural design including filters, seepage water management and verification of slope stability (z-soil or similar) as well as conceptual statements on further measures at a later stage (e.g. dam slope, dam lowering) at the preliminary project stage must be planned. Environmental matters must be addressed with equal weight to the technical project; an EIA with graduated treatment depth for each section and the planning of compensation and replacement measures within the project perimeter must be developed, including clearing bases and integration into higher-level ecological projects. Interfaces, data management and results : The planning services comprise the acquisition and consideration of utility lines (gas, district heating, electricity), national road facilities, paths, underpasses, bridges, third-party facilities (e.g. pontoon operators) as well as historical objects, including coordination with operators, ASTRA, municipalities, the Principality of Liechtenstein and environmental associations. Complete project files (construction and operational project) with reports, cost estimates, contribution plan, material balance/disposal concept, clearing, road and land acquisition plans as well as georeferenced GIS data must be provided; the provider operates cloud-based data management, ensures project-specific quality management and supports the pre-review and approval procedures up to the definitive construction and operational project.
