Neuwiesen III, Engineering Services
The Neuwiesen III district was built between the 1920s and 1950s and partially remains in its original state. The perimeter includes eleven street segments with a street area of approximately 35,000 m2. The asphalt surfaces and edge closures require renovation. For the entire perimeter, there is a considerable need for renovation of utility lines. Overall, due to the structural condition, approximately 2.6 km of combined sewer systems, which are 80 to 120 years old, must be replaced in the near term. Additionally, approximately 120 private property connection lines require renovation. Urgent renewals of water supply lines and electrical infrastructure are also required. According to the municipal energy plan, a thermal network is planned for Neuwiesen III. Overall, the infrastructure in the Neuwiesen III district is in a condition that requires comprehensive renovation and modernization measures. The measures aim not only to renew the infrastructure but also to make it future-proof and climate-friendly. In the popular vote of 9 June 2024, the counter-proposals of the "Clean Air Initiative" and the "Future Initiative" were approved. This mandated the city of Winterthur to convert street areas into green spaces with trees and areas favoring pedestrian, bicycle and public transport. The Civil Engineering Department (TBA) of the city of Winterthur commissioned a preliminary study in a first step, which was subsequently deepened with utility coordination according to the needs of the utilities. Since April 2025, a pre-project for the street surface, refined after public consultation, has been available. The participation procedure according to § 13 of the Street Act is currently being conducted with the pre-project plans. For the project phases starting from the construction project (SIA sub-phase 32) through to commissioning (SIA sub-phase 53), planning and construction management services in the disciplines "Civil Engineering", "District Heating" and "Landscape Architecture" are to be provided for the TBA and for the City Works of Winterthur (SWW). Prior to the actual construction project, a "preliminary phase" with variant studies to determine meaningful lot divisions with regard to planning approval procedures, budget approval and construction staging is to be carried out.
