The Estavayer-le-Lac branch of the Federal Roads Office (ASTRA-F1 EP) is responsible for the Project Generation phase (PROGEN). This phase is the first step in the ASTRA process for new maintenance projects. It aims to establish the foundations and to involve the Maintenance Planning (MP), Project Management (PM) and Technical Support (TS) from the outset, in order to develop a coordinated solution with clear objectives, a manageable geographic scope and realistic and appropriate implementation timelines. The subject of the present tender concerns the services of the Project Author (PA) for project generations in the field of R/E (Route and Environment), which will be undertaken over a five-year period (2026–2031) across the entire territory of F1.
