Description

BKW Energia AG is the owner, concessionaire and operator of the hydroelectric power plant (HEP) Aarberg on the Aare. The HEP Aarberg uses the water of the Aare in accordance with the valid water use concession for electricity generation. The Aarberg weir and the main and supply power plants are located in the municipality of Aarberg. Most of the water is turbined by the main power plant into the Aare-Hagneck canal. The supply power plant turbines between 3.5 and 5.5 m³/s into the Old Aare. The Aarberg main power plant is a block plant equipped with two vertical Pelton turbines. With a maximum usable head of 8.9 m and a maximum usable water flow of 190 m³/s, the Aarberg power plant produces an average of approximately 82 GWh of renewable energy per year on a long-term basis. The water use concession expires on 29 September 2048. The HEP Aarberg is a priority site for the Canton of Bern for the restoration of fish passage due to its central location in the main Aare migration corridor, the high number of species and the length of the section to be connected. The two existing fish passes at the main and supply power plants do not meet the requirements of the inter-cantonal Aare planning (ICAP). They have therefore been assessed as requiring rehabilitation in the cantonal strategic planning for the restoration of fish passage. Based on the Federal Water Protection Act (WPA) and the Federal Fishing Act (FA), the concessionaire and operator of the facility has been obliged by rehabilitation orders dated 7 March 2016 and 3 March 2022 (Amendment of rehabilitation deadlines) to implement appropriate measures to restore fish passage [Part D1]. The rehabilitation of upstream fish passage at the main power plant has been assigned very high priority. Since 2006, BKW Grid & Hydro Engineering, on behalf of the operator BKW Hydro, has developed a variant study [Part D2] and a preliminary design for each of the main and supply power plants. Due to the high costs, the preliminary design for the main power plant was classified by FOEN as disproportionate and rejected for extensive revision and optimization [Part D3]. For the supply power plant, the best variant to be implemented was determined on the basis of the preliminary design, substantive review and consultation, and ordered by the Canton of Bern [Part D4]. The focus of the advertised planning services is on the design and implementation of measures to improve fish passage with the priority implementation of upstream migration routes for the main and supply power plants while considering and planning possible future downstream fish passage measures. The HEP Aarberg fish passage rehabilitation project pursues these overarching objectives: · Restoration of upstream-directed fish passage in accordance with the requirements of the inter-cantonal Aare planning (ICAP) for the main and supply power plants · Freedom from conflict with future rehabilitation measures for downstream-directed fish passage (fish protection and downstream passage) · Proportionality of rehabilitation measures (costs versus ecological benefit) · Minimal production losses during the implementation of rehabilitation measures · Minimal production losses during operation of the rehabilitated fish passage facilities · Close coordination with the cantonal specialist offices and FOEN
