General Planner – Spiez Laboratory, Lattigen Site Renewal, 3700 Spiez
Planning services are to be provided at the contractor's premises. Client meetings take place in Bern (BMM, Guisanplatz 1) or directly at the "Lattigen" site. On-site investigations and construction management are to be provided at the "Lattigen, Spiez" site.
On the Lattigen site of Spiez Laboratory, current requirements for safe operations are no longer being met. The building and technical infrastructure is no longer reliable and up-to-date due to aging and wear. The building systems requiring renewal are unable to achieve the required climate conditions. The presence of asbestos makes interventions cumbersome and costly according to current legislation. The buildings no longer comply with current environmental standards or energy requirements and are in some cases no longer legally compliant. The buildings have been intensively used throughout their entire period as laboratory, test, measurement, storage and office facilities. The current suboptimal condition of the buildings and infrastructure affects test results and expensive test equipment. As part of a feasibility study, the project committee decided in favor of variant 2 (Maxi 1 Construction in forest zone; revised). The following measures are envisaged, but are not binding: In variant 2, the plan is to consolidate the small and two large shock test systems in one building. The existing shock test system (L8) is to be renovated and enlarged with an extension (N8). Furthermore, two larger replacement buildings are planned. Building N2 (replacement building) is intended to house the SFOE facilities. At the site of the NEMP test station L13, a new building is envisaged for the W+T department. In the variant, in addition to the extensions and replacement buildings, several buildings and infrastructure are to be demolished. Comprehensive remediation of contaminants and legacy sites must be taken into account. Due to the large footprint of the planned replacement buildings in the forest zone, optimization of variant 2 is necessary in terms of site location and minimization of the footprint (minimization of clearing area) of the extensions/replacement buildings. Within the scope of this call for tender, a general planner is to be procured for the design and implementation of the construction measures for SIA phases 31 – 53. Furthermore, before entering SIA phase 31, variant 2 must be optimized with regard to site location and reduction of the footprint of the extension/replacement building.
The milestones can be found in the draft contract Article 6 "Deadlines and dates". The kick-off (start of initialization phase) will take place immediately after contract signature in summer 2026.
