The Palazzina DR in Lugano is in a structural and technical condition that does not meet the operational, safety-related and functional requirements for the future use of the Fonoteca Nazionale. A conducted variants study has shown that a selective, economically optimized renovation approach provides the most appropriate basis for the intended use. The project comprises the implementation of the structural, building technical and safety-related measures required for operation, without increasing the building volume. The focus is on the design and equipment of the archive area, the installation of three audio studios, the reorganization of technical systems as well as the implementation of an additional stairwell as an escape and access route. Furthermore, the project includes measures for seismic reinforcement, remediation of hazardous substances as well as the renewal of ceiling structures in the archive area. The renovation concept allows for future expansion, in particular an enlargement of the archives. Already at this stage, technical installations and infrastructure connections are being prepared, including autonomous energy and ventilation systems as well as electrical preparations for photovoltaics. Service model: Single service provider; call for tenders for a general planner (GP) (architecture leading) with all required specialist planners / specialists. SIA phases 31, 32, 33, 41, 51, 52 and 53 according to SIA 102: Planning / Specialist coordination / Call for tenders and execution SIA phases 31 to 53 incl. Project management. Proofs (quality, acoustics, energy, safety, etc.) and complete documentation. Interface management with operator, users as well as security / ICT (not exhaustive, the complete interface document must be prepared by the GP). The budget framework for the planned renovation and remediation scope is approximately 7.9 million CHF (incl. VAT) according to the study.
