Parallel Study Mandates for the Redevelopment of Le Locle City Centre
The City of Le Locle is organizing a parallel study mandates (MEP) procedure in selective procedure according to SIA 143 regulations, in order to support the requalification of its city centre in connection with the commissioning of the N20 bypass road. This will enable the diversion of transit traffic away from the centre, the release of certain structural axes and the promotion of new uses of public spaces. The MEP aims simultaneously at the elaboration of a master image at the scale of a wide perimeter (reflection perimeter) and the development of three preliminary projects for the redesign of emblematic public spaces (partial SIA 31 phase). The ambition is to propose three central sites whose future developments designed by the competitors will constitute a profound transformation so as to change the nature of these places and move from current roads to genuine public spaces for the population. The redesign of these three public spaces must be emblematic in order to promote changes in the use of public spaces by the population. Within this framework, applications are expected in the form of multidisciplinary teams of service providers, comprising at least the following skills: urban planning and/or architecture, civil engineering, mobility engineering and landscape architecture.
